P/R Sea & Overboard Valves

Inspection
- Are sea and overboard discharging valves being closed, lashed and sealed when not in use?
- Is line blank properly inserted where provided?
- Is the deck watch ensuring that the oil is not escaping through sea valves prior and at regular intervals thorough loading, discharging, tank washing, ballasting?
- Are such checks being recorded in either CCR Log Book or Deck Log Book?
- Are anti-pollution warning notices being displayed in the vicinity of the valves?
- Is the sea valve pressure gauge in good order and installed above the P/R lower platform?
- Is the sampling point installed above the P/R lower platform?
Sea Valve Pressure Test
- Is sea valve air pressure tested prior loading and discharging operation? The pipe shall be pressurized to approximately 3.5 kg/cm² for a period of 15 minutes. The pressure must not be dropped.
- Is there evidence of such test? Relevant entry must be made in either CCR Log Book or Oil Record Book Part II with code (O).
IMPORTANT NOTES
- The test shall be carried out in calm weather conditions and while the vessel is at anchor or alongside. The reason is that in case a pressure drop is observed, the sea surface must be checked alongside for any air bubbles escaping through the sea chest valve. The air bubbles indicate the valve's leakage.
- Pressure / Vacuum gauge shall be used instead of pressure-only gauge.
